Skrill made changes to four documents that are governing the relationship between Skrill and Skrill users. Here are the links to updated versions, which will come into effect on January 15, 2020:
Skrill accounts will face stricter measures and higher administration fees for providing untruthful information, upload and withdrawal fees when the account or payment method is not in your name, Cash upload, prohibited transaction, and costs for reversal of incorrect transactions.

Skrill users will be subject to financial penalties if breaching the agreement with Skrill, such as providing false information, or just making a simple mistake when entering account details.
